My baby was a similar age when I applied for his passport. I took my own photo of him at home. The NZ Passports office has guidelines and tips for taking your own photo: http://www.passports.govt.nz/Passport-photos---children
I then uploaded the picture to www.frogprints.co.nz, who converted it into a passport sized photo for $8, and posted out the prints within a couple of days.
I might add that before I ended up doing all this, I actually took him along to a pharmacy and had his photo taken for $15, but I wasn't happy with the photo!
I work in a pharmacy, my suggestions is make sure it is done just after baby has had a sleep and had a feed. Make sure the pharmacy has something to lie the baby down on, ie a baby blue blanket. Babys mouth needs to be closed (so not ideal if they have a very congested nose) and a gentle blow on their face usually makes them close the mouth just for a couple of seconds for us to take a photo. (and their eyes widen a bit as well) Hope that helps a little
If you have a smartphone you can get apps these days that let you take your own passport photo. You can even select the country and some have lines on the screen that help make sure that you get the face in the right position.
