Right, husband and I are looking for others in the same / similar boat to us.
We own a rental property on Gloucester St in CHCH. It's a lovely 3 bedroom art deco home with a 1 bedroom studio attached to the side. Good end of Linwood etc. Well, it WAS. Its currently trashed from February's earthquake.
Now, luckly the tenants were safe and got out straight away. I will link to you pictures of what the house looks like in a moment.
Another lucky thing is we had rent insurance. This means that insurance is paying out for a fixed period until we can 're-tenant' the property. It only paid out for the main 3 bedroom part, not the studio which was vacant at the time.
This ends in 3 weeks and is not going to be renewed.
EQC are being complete t**sers about telling us when the house is going to be repaired - which makes me laugh. Its so badly damaged that it needs knocking over. Apparently they have us on a waiting list and cannot give us a time frame as to when the house is going to be signed over. We are also 3 houses away from where the first bit of red zone houses start. We have no zone rating.
I know there are people out there who have lost everything - people who are still living in houses that are trashed with liquifaction and sewerage inside them. But the thing is, if EQC dont get a move on, we are going to have to pay the bank $480 a week that we dont have. This means we will have to declare bankruptsy and we will be in a similar boat to those who are homeless, except we will have no rights and cant moan about it.
What the hell do I do? as I said I'm trying to find people in similar situations, so we can try and get something done. It doesnt matter if the tiny crack in your wall isnt being fixed because they wont tell you how long they'll be - I want to hear from you.
I couldnt give a monkey's uncle about the CBD - they should be focusing on the housing FIRST.

How badly damaged is the house?
My sister lives near QEII and their place was damaged in both quakes - chimney fell off, windows broke, raw sewerage leaking under the deck and onto the lawn from broken pipes, bricks falling off at the corners of the house, cracks inside, hump in the kitchen floor from liquifaction pushing up the piles. The house (timber framed) actually twisted which is why the windows broke. They decided they had had enough and have relocated the Australia but EQC have done temporary repairs to bring the house up to a rentable standard and someone actually rented it. EQC have said that permanent repairs won't be done for about 18 months - 2 years.
By a rentable standard I mean they took the damaged pallet fire out and boarded up the gap then installed a heat pump. They re-glazed all the windows and fixed the broken sewer pipes and put boards up to stop any further bricks falling off. There are still cracks inside etc.
My sister contacted a property management company who said it was rentable even when they were using a chemical toilet.

Its a brick on brick 2 storey place. meaning theres no framing on the bottom, just brick with plaster. You can see daylight thru the cracks, the plaster has all come down, the pilings have gone, the chimney is IN the kitchen, the plumbing is blocked with god knows what and the ground is all had it. I honestly dont think any amount of emergency repairs are going to make it 'liveable' :)

I'm not in CHCH, but haven't some of the banks committed to being "helpful" for people in CHCH? Could you ask them to re-mortgage to get it manageable in the short term? Payment holiday? Anything?

We've already had the holiday on the payments etc. We dont have a specific case manager for EQC.. I dont understand why the bank is being like this :(

Can you take it to Fair Go or something?? I haven't really kept tabs on whats happening in Chch but surely they have plans in place for people like you?!

Have you had a meeting with your bank about it?

I don't think there is a lot you can do unfortunately apart from get finance from the bank. My friend is in exactly the same situation and is taking bankruptcy as there is no way to say when the house will get repaired/rebuilt and can be tenanted again.

As it sounds like you are overcap have you pushed your private insurer to assess the property? EQC will take assessments from the private insurers. The other things I would do is join the Earthquake Commission facebook page and nag them on there, go to your local hub (I've heard good things about that one) and also go to the hub local to your rental, contact Clayton Cosgrove not only is he your MP but he's also the shadow EQ minister, also contact Brownlee but don't hold your breathe with getting anything out of him. If Reid Stiven (from EQC) is still doing interviews on CTV then send them a question, he answered mine during one of the shows.
Nag, annoy and hassle every official you can think of and with you bank clearly explain to them that if they wish to not help you have no other choice but to hand the house to them as you cannot pay the mortgage, I'm sure the banks don't want to repossess a whole heap of munted houses.
Facebook is actually quite a good resource the earthquake commission is on there as is CERA who you should follow over your zoning, there are other groups that are on their and organised, i.e residents that have formed groups to support each other with these types of issues. Oh and don't under estimate the power of the campbell live page, even if you don't want to appear on TV someone else in your situation might want to.
