Phil and Teds Smart Pram

Hi, My brother is coming home to Nz from Vietnam to have his baby in October before heading back just after Christmas. They want a pram that is portable and still has a bassinet, can be rear or forward facing and you can clip a carseat into. This pram seems to tick all the boxes at a very good price. Some reviews (from a US site) have said that the hard wheels cause baby to jolt awake when it goes over cracks. Needless to say the roads in Vietnam have plenty of cracks! - has anyone had this issue and/or have any other suggestions. Thanks!
