I think it depends.. the word "toddler" means to toddle or walk.. but then some babies walk so early and they are still infants really. I'd say around one year.

When they're walking I'd say, or about 1. It's a tricky one! Both my girls started walking at about 13 months

In early childhood education an infant is classed from birth to 18 months. A toddler is from 1 year to 3 years and a young child is from 2 1/2 to 6 years.
I was a puree feeder, forward facing, cot sleeping, pram pushing kind of Mum... and my kids survived!
