Museum is free, you have the gardens there too & some great walks for adventure.
Ambury farm, they have animals & heaps of run around room, its free.
One tree hill has a great play ground & there are sheep, cows & chickens around the place.
Western Springs to feed the ducks...or get chased by them, lol.
Swimming pools there are a few around.
Zoo...Kelly Tarlton's...& Butterfly Creek
hmm trying to think of some more

I'd go find a swimming pool! Our almost 2yr old really loves animals and nature and we recently went on a nature walk with her. She loved it. Doesn't have to take long, but take snacks and drinks.

Fun Fest is on til Sunday, totally free and really good.
Fun Fest
My sister took my boy when he was nearly 2. He loved playing on the bouncy castles, petting the animals, going on the horse and cart and going on the teacups ride.
I went this year with him (this morning), he loved the mini dragon rollercoaster and mini pirate ship, plus the things he did last year.
Take some cash for food if you're gonna get any cos they don't have eftpos
