We got one (to use on the floor) and never had any problems, but we only used it a handful of times as DD didn't really fit it all that well (her thighs were a bit chubby by the time she could hold her head up).
I think though that you are supposed to use them with a harness now - you can get it from the Bumbo distributor using a code on the bumbo seat itself.
Oh, and we had a tray - tricky to get on and off but was cool to put toys on (and I think some people have used them as a highchair substitute (those same people probably put them on top of a chair or table where they then toppled off from!).

We have one we used with DS when we first started solids (BLW). We used the tray and kept him on the floor. I think i felt safer with the tray on for some reason. DS loved it as he loved sitting up! and he still uses it today (he just turned two). Now that he's older we stick it on a dining chair (one with arms) and its the perfect height for him to sit and eat dinner with Mama and Dada! That being said DS was never a wriggler when in the chair and I think that wriggling and stretching out of it is the biggest worry. Are you able to borrow from a friend first to see if your child likes it?
We used something similar but can't remember the brand (sorry), I think they are safe as long as you are safe with them. I know people who have used them on benches and it has been fine, but if we put our little one on the bench in one it would be a disaster.
What about hiring one for a week to see if it works?
I had them for my twins and loved them! I used to sit my girls in them by the ranchslider when they were little so they could watch things going on outside (like hubby doing the gardens etc) and I used them instead of highchairs (with the trays) for quite a while (nice & easy to clean)
We never had any accidents or near misses. And I agree with others comments, the Bumbo's themselves aren't dangerous, it's how people use them.
I used one and it was great. i used it a lot with my son esp when i needed to do housework hehe. Just common sense have it on the floor etc. the ones you can buy now have a tray and a little harness around the tummy. (the ones we sell at work do anyways) Overseas people were putting them in baths and up on the counters and leaving kids unattended.
