There is the Haumoana Farm zoo which has farm animals, rabbits etc that they can feed (DD loved it) I think it was about $8 to get in.
If you get great weather (which I think it is meant to be on Sunday) there is a free water play area at Cornwall park in Hastings that is fun.
There is a good park on the Marine Parade in Napier that is all fenced in so they can't do too much of a runner from you.
